Android 11 DP1 is experimenting with moving the media controls to quick settings.
The media controls currently acts the same way as a notification and it looks like Google is doing some tests to move it further up to the quick tile area to avoid it being buried by notifications. XDA Developers were also able to flip a toggle that separates quick tiles and the notifications shade, so it makes sense to put the media controls in the quick tiles.
XDA Developers were able to activate a special flag or toggle and this is what it looks like:
