Chat bubbles now works in Android 11

Android 11 Developer Preview 1 now has working chat bubbles.

Chat bubbles if a feature that pops chats and conversations into a bubble which can be expanded and moved. This is a great feature for multitasking.

To enable bubbles you can long press an app, then click the i and then head over to notifications and scroll down to bubbles.
